The Caribbean island state of Dominica is procuring the tender for geothermal drilling work to be done evaluating the potential for geothermal energy development in the country.

As part of a project financed through funding by the French Development Agency and the European Union, the Caribbean island state Dominica has sent out a procurement notice for geothermal drilling work.

The procurement notice states that “The government of the Commonwealth of Dominica through the Ministry of Public Works Energy and Ports – Geothermal Project management Unit, intends to procure the services of a drilling contractor to drill at least three geothermal wells in the Wotten Waven/ Laudat area. The objective of the project is to prove the existence of high enthalpy geothermal resource suitable for commercial generation of electric power and to determine the capacity for sustainable exploitation.

Services to be provided by the contractor include mobilisation and demobilisation of the drilling rig and associated equipment, drilling of at least three wells, provision of cementing, drill-pipe inspection, and vertical drilling expertise. The provision of drilling mud and related additives and well testing services will also be required.”

“The tender dossier is available from The Geothermal Project Management Unit, Ministry of Public Works, Energy & Ports, 3rd Floor Government Headquarters, Roseau,  Commonwealth of Dominica  at no cost, except courier delivery if necessary. It is also available  for inspection at the premises of the Contracting Authority, address as in point 5 above. Tenders must be submitted using the standard tender form included in the tender dossier, whose format  and instructions must be strictly observed.

How to obtain the tender dossier: Tenderers with questions regarding this tender should send them in writing to geothermal@dominica.gov.dm and c/o The Project Co-ordinator, Geothermal Project Management Unit, Ministry of Public Works, Energy & Ports, 3rd Floor Government Headquarters, Roseau, Commonwealth of Dominica, mentioning the publication reference shown in item 1 at least 21 days before the deadline for submission of tenders given in item 19.

The Contracting Authority must reply to all tenderers’ questions at least 11 days before the deadline for submission of tenders. Eventual clarifications or minor changes to the tender dossier will be published at the latest 11 days before the submission deadline on the EuropeAid website at: https://webgate.ec.europa.eu/europeaid/online-services/index.cfm?do=publi.welcome (link should go directly to the site with the link to the tender document, otherwise go to “English” and then search by region/ country for Dominica … top link is this tender).

Deadline for submission of tenders is 9.00am Eastern Caribbean Time on October 25, 2010. Any tender received after this deadline will not be considered.”
