Following a recent press release from IGA regarding an early meeting to develop the geothermal potential of Montserrat in the Caribbean, the IGA invites EoI for consulting.

Title: Improving Strategy, Policy, and Regulation for East Africa Geothermal Power Investment. A Technical Assistance Facility

Project Description

DFID are seeking an organisation to provide a three year technical assistance facility in geothermal power for East Africa. It will help put in place the geothermal strategy, policies and regulations that facilitate investment in cost effective geothermal power. The technical assistance will be according to need and demand, collaborating with relevant existing and emerging East African institutions to strengthen their ability to deliver geothermal development. It will work closely with DFID and other donors, to benefit from the relationships and contextual understanding they have developed through other programmes. The facility will build alliances with private and public sector actors to generate the analysis and capabilities for the reforms needed to deliver geothermal power. The facility will work with the main institutions to agree joint annual action plans that will be signed off by the institutions, African Union Commission and DFID. It will focus on DFID’s footprint countries in the East African Rift Valley (Ethiopia, Kenya, Uganda, Rwanda and Tanzania). The contractor will not set up a facility with its own physical presence in the region – but rather use existing contractor regional presence and networks, and work with and through country and regional institutions. The service provider will include both programme management and technical expertise. Experts will include, for example: national planning of power; power sector financial models and business planning; geothermal energy law, licensing, and concessions; power purchase agreements; policy and regulation for independent power producers; and building capability in power sector organisations.
