Background

The project will promote a market-based approach to encourage private sector participation in electricity generation through the development and use of geothermal energy to power the existing grid. In line with GEF requirements, “the focus will be on the development of policies and regulatory frameworks that provide additional support, limited to strategically important investments”, such as investment in electricity generation from geothermal resources, allowing the country to move towards energy independence and increased energy security in a manner that is environmentally and climate friendly.

The objective of the project is to reduce GHG emissions by creating an enabling legal, regulatory and business environment and by strengthening institutional, administrative and technical capacities to promote the development of geothermal resources for the production of basic electricity. replacing the diesel generators currently used. In the future, this enabling environment could be adapted to cover other potential renewable energy resources, including solar, wind, biomass, waves, etc. that can be developed to support any daily electricity demand or at peak times.

An island country like the Comoros is more vulnerable to the devastating effects of climate change. Rising sea levels, higher temperatures and increasing natural disasters due to changing weather patterns are a calamity for these islands. This is a serious threat for the Comoros even though its emissions are negligible compared to the major countries, responsible for 0.00045% of total global carbon emissions in 2010 (Source: INDC-2015). Islands such as the Comoros contribute little to global warming, but they face the most immediate threat due to sea level rise which results in loss of life and property, coastal erosion and pressure on the islands. freshwater resources.

The government is committed to reducing greenhouse gas emissions associated with heavy use of diesel for electricity generation and is aware of the efforts needed to reduce foreign exchange expenditures while providing the population a reliable and stable supply of electricity. To this end, in its second national communication (DCN-2012) and in its INDC (INDC-2015), it advocated the exploration of the potential for use of geothermal energy as one of the mitigation measures likely to change the country’s economic growth from the high CO2 mode to the low carbon mode. In its INDC, the government went one step further by distinguishing the 84% reduction in emissions, based on the development and use of geothermal energy, and indicating that “Given the time needed to complete studies and begin the production of electricity, taking shape around 2030, with an expected production capacity of 40 MW “. With the support of this project, it is estimated that some 10 MW of basic electricity generation is expected to be operational by the year 2023.

Duties and Responsibilities

Main objective:

The CTP will be responsible for assisting the Project team in the preparation of the Work Plan and the smooth implementation of the Work Plan in accordance with the UNDP Implementing Regulations, as well as in the development of a mobilization plan. additional funds for the realization of the geothermal development program.

Function / Results heard:

Under the supervision of the National Project Coordinator in close collaboration with the National Project Manager, the non-resident Senior Technical Advisor (CTP / NR) will support the project team in:

  • Coordination and facilitation of contributions from government agencies, partner organizations, scientific and research institutions, subcontractors, and national and international experts, in an efficient and timely manner;
  • The development and implementation of a plan to mobilize additional funds for the realization of the Geothermal Development Program;
  • Implementation of activities in accordance with the approved project document by providing clear and informed guidance and necessary assistance;
  • The preparation of a “kick-off report” that will outline the Project Logframe Matrix as well as the planned activities of the project, the Workplan and Budget for the first year, the Missions (TORs) of key personnel and a plan. M & E (Monitoring and Evaluation) according to the required deadline (National part and partners);
  • Development of relevant RDTs and recruitment / mobilization of relevant national and international experts as well as organizations as needed to provide consulting and engineering services;
  • The preparation of the annual Project Work Plans to be approved by the Project Steering Committee in close cooperation with the PMU and the UNDP Coordination Cell on Energy and the Environment, and in consultation with the organizations and parties stakeholders project partners;
  • Capacity building for the effective implementation of the technical aspects of the project by providing guidance and supervision “on the ground” to the PMU;
  • The preparation of reports to the Steering Committee on the status of project implementation and the achievement of results in accordance with the project logical framework matrix;
  • Preparation of meetings related to the project, or in direct relation with the implementation of the project;
  • Review of national and international consultant reports, project budget revisions and administrative arrangements as required by UNDP / GEF procedures;
  • The development of a concrete Monitoring and Evaluation Plan at the beginning of the project (as part of the Inception Report);
  • Preparation of project status reports, information releases, and monitoring and review reports in accordance with UNDP / GEF monitoring and evaluation rules and procedures;
  • Technical validation of consultation reports and other documents deemed relevant by the Project;
  • The preparation and implementation of the mid-term review as well as the final Independent Evaluation Missions (TDR, identification and recruitment of suitable candidates, organization of missions, joint field missions and discussion with evaluators, etc.). );

The NPC should also support UNDP Country Office staff as part of their annual control visits to project sites.
