Assignment Title: Individual Consultants to support the Project Management Unit (PMU)

PT Sarana Multi Infrastruktur (Persero) (“the Recipient”) intends to receive a grant fund from Global Environment Facility/GEF (the “Grant”) through the Geothermal Energy Upstream Development Project which are administered by the International Bank for Reconstruction and Development (IBRD) (“the Bank”) and executed by the PT SMI (Persero) (“the Recipient). The Recipient intends to apply part of the proceeds for Individual Consultancy Services under this Project.

PT SMI will establish a project management unit (PMU) based in Jakarta to assist PT SMI in project implementation. The PMU will ensure operational compliance with project manuals and the World Bank polices, as defined in the Grant Agreement, Project Appraisal Document, Project Implementation Manual (PIM), and applicable government policies. The PMU will also be responsible for ensuring effective inter-ministerial coordination between Ministry of Finance (MoF) and Ministry of Energy & Mineral Resources (MEMR), Local Government, as well as providing technical and coordination support to the Joint Committee during project implementation. The PMU will also be responsible to manage and supervise the Exploration Site Team which will be established and based in specific projects location.

The PMU will be led by Head of PMU, supported by a Project Manager with two Deputies for Operational and Planning/Administration. The PMU will include a team of specialized staff responsible for project management, procurement and contract management, financial management, project control, environmental safeguards and social safeguards.

In view of the above, PT SMI now invites eligible individuals (‘Consultants’) to indicate their interest in providing the Services. Interested Consultants should provide information (curriculum vitae and references in English language only) demonstrating that they have required qualifications and relevant experience to perform the Services, namely:

  1. Exploration Project Manager (12 MM)
  2. Financial Management Specialist (12 MM)
  3. Procurement Specialist (12 MM)
  4. Environmental Specialist (12 MM)
  5. Social Specialist (12 MM)

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011, Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest. In addition, please refer to the following specific information on conflict of interest related to this assignment as per paragraph 1.9 of Consultant Guidelines:

World Bank policy requires that consultants provide professional, objective, and impartial advice and at all times hold the client’s interests paramount, without any consideration for future work, and strictly avoid conflicts with other assignments or their own corporate interests. Consultants shall not be hired for any assignment that would be in conflict with their prior or current obligations to other clients, or that may place them in a position of not being able to carry out the assignment in the best interest of the Recipient.

A consultant will be selected in accordance with Section V. Selection of Individual consultants set out in the Consultant Guidelines.
