EOI – Consultancy turbine uprating Olkaria IV & IAU geothermal plants, Kenya

KenGen is seeking Expressions of Interest for consulting services for the implementation of turbine uprating for Olkaria IV Unit 1&2, and Olkaria IAU Units 4&5 geothermal power plants in Olkaria, Kenya.

Kenya Electricity Generating Company (KenGen) has issued a tender notice seeking “Expressions of Interest (EOI) for consulting services for the implementation of turbine uprating for Olkaria IV Unit 1&2, and Olkaria IAU Units 4&5 geothermal power plants in Olkaria, Kenya”

The Project Executing Agency (PEA) hereby invites qualified independent consultants to submit a pre-qualification document for required consulting services.

Funds have been earmarked for this project by the German bilateral Financial Cooperation, provided through KfW Development Bank. The prerequisites for disbursement are not yet finalised. Any contractual commitment related to this tender procedure is subject to the readiness of disbursement of funds.

As at January 2020, Kenya has developed 846.8MW of geothermal power out of a potential of over 10,000MW and is currently at position 7 in the world ranking. KenGen contribution to the national geothermal is 706.1MW mainly in the proven Olkaria Geothermal Field with at least 1000MW potential. KenGen power plants and their capacities currently include but are not limited to: Olkaria I – 45MW, Olkaria II-105MW, Olkaria IAU150MW, OlkariaIV-150MW , Wellheads – 83.5MW and Olkaria V-172.328MW. Additional plants, Olkaria I-Unit 6 (86.8MW) is currently under implementation stage while others are planned in Olkaria field over the next 5 years namely, Olkaria VI- 140MW, Olkaria VII-140MW and Modular power plants-50MW.

KenGen has applied for financing of the project from the KfW Bankengruppe (KfW) and intends to undertake uprating of Olkaria IV and Olkaria IAU 140 MW geothermal power plants in order to increase the power output and improve steam efficiency. The project entails:

The uprating will be carried out under a Civil, Electrical and Mechanical EPC Contract.

The services of the Consultant of this tender include the following activities: Preparation of the Employers Requirements for the Original Equipment Manufacturer (OEM) procurement and the OEM Service Contract for the scope of works described below:

  1. Risk analysis and mitigation,
  2. Preparation of documents for the procurement of the OEM to:
    a) Design, Supply and deliver two new turbines (one for Olkaria IAU and another
    for Olkaria IV) each capable of admitting steam at the respective steamfield
    operating pressure
    b) Upgrade the steam path for the existing turbines in Olkaria IV and Olkaria IAU
    so as to be able to admit steam at higher inlet pressure (equivalent to the
    steamfield operating pressure) in order to increase power output as described
    under paragraph 2 above.
  3. Evaluation of Technical and Financial Proposal provided by the OEM for the project activities described under paragraph 2 above,
  4. Carry out supervision of construction works and contract management for the
    project activities described under paragraph 2 above,
  5. Transfer of knowledge to client’s personnel.

The consultancy services must be carried out in close cooperation with all relevant stakeholders. The duration of the project is estimated to be forty-eight (48) months.
