The World Bank has published a request for Expressions of Interest for an Exploration Management Consultant position under the Geothermal Energy Upstream Development Project (GEUDP).

The Ministry of Finance, Government of Indonesia, through PT Sarana Multi Infrastruktur (PT SMI) has received financing from the World Bank toward the cost of the Geothermal Energy Upstream Development Project (GEUDP), and intends to apply part of the proceeds for consulting services.

PT SMI has established a Project Management Unit (PMU) based in Jakarta to assist the implementation agencies in project implementation.  The PMU will ensure operational compliance with project manuals and World Bank polices, as defined in the Grant Agreement, Project Appraisal Document, Project Implementation Manual (PIM), and applicable government policies.

The Exploration Management Consultant (EMC) will provide a full range of technical services in support of PT SMI’s Geothermal PMU for the evaluation of GEUDP prospect areas, including geoscientific assessment, preparation of drilling programs, design of infrastructure, preparation of contracts for the implementation of the drilling program, supervision of infrastructure construction, drilling and well testing, certifying and reporting on the results of the exploration program.

The EMC will also provide advisory support to the PMU for due diligence and progress monitoring for other geothermal projects that PT SMI may become involved in as a financing agency.

PT SMI now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. Interested consultants must provide sufficient information indicating that they are qualified to perform the services such as brochures/company profile, description of similar assignments (including location/country, name of the Employer/Client, type of services provided, period of contract, contract amount, starting and completion dates) and availability of appropriate skills among permanent staff, The shortlisting criteria shall be based on the information furnished by the firms in regard to the following:

  1. At least ten (10) years’ experience in geothermal exploration and development including assessment of required additional 3G surveys prior to drilling, development of drilling plan, technical design of geothermal wells and associated infrastructure & civil works, and development of Pre-Feasibility Studies (prior and post exploration), including seven (7) years’ experience with volcanic systems;
  2. Management and supervision of at least two (2) similar deep slim hole geothermal exploration projects, including additional 3G surveys and drilling related infrastructure construction;
  3. Completion of at least four (4) geothermal exploration projects (not necessarily slim hole) during the past ten (10) years;
  4. At least five (5) years’ overall experience preferable in Indonesia or a similar geographical area and working on similar assignments including drilling and infrastructure preparation.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011, revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications. In case of an association, the EOI must explicitly specify whether the association is in the form of a Joint Venture (all members jointly and severally liable for the entire assignment), or Sub-consultancy. In case of joint venture, the member firm appointed to represent the joint venture must be clearly identified. Only the qualifications and experience of members of joint venture, but not of sub-consultants, shall be considered in the EOI evaluation process

A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
