1. The Government of the Commonwealth of Dominica is expected to receive financing from the International Development Association toward the cost of the Dominica Geothermal Risk Mitigation Project, and intends to apply part of the proceeds toward payments under the Contract for Geothermal Power Plant Facilities.
2. The Dominica Geothermal Development Company Limited now invites sealed Bids from eligible Bidders for the design, procurement, delivery, installation, commissioning, operation and maintenance for two years of a nominal 7 MW geothermal power plant comprising:
- Steamfield piping systems including a steam / brine separator and pressure control system;
- Two geothermal power generating units of a minimum 3,000kW each at NCR conditions, using either steam condensing plant or Organic Rankine Cycle plant, plus all power plant auxiliary systems as required;
- Electrical connections to the existing 11kV distribution system;
- Power station buildings including administration, control room, stores, workshops and visitor centre;
- All site development plus installation and commissioning of the power plant equipment;
- Operation and Maintenance support for a period of two years.
3. Bidding will be conducted through open international competitive procurement using a Request for Bids (RFB) without prequalification as specified in the World Bank’s “Procurement Regulations for IPF Borrowers July 2016, revised in November 2017 and August 2018” (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Interested eligible Bidders may obtain further information from Mr Mark Tomkins [Project Manager], Dominica Geothermal Development Company Limited, DGDCEPC@geodominica.com and may inspect the bidding document during office hours at the address given below.
5. The bidding document in English may be obtained by interested eligible Bidders upon the submission of a written application to the email address below. Upon receipt of the written email application Bidders will be sent the documentation via access to a Web-based download site.

on or before 2.00pm Atlantic Standard Time 22 October 2019. Electronic bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the same address at 2:00pm Atlantic Standard Time on the same date.
7. All Bids must be accompanied by a Bid Security of United States Dollars six hundred and fifty thousand (USD 650,000).
8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
