Tender – Geothermal technical advisory to support project development in Indonesia
The French agency AFD has an open tender for consultancy services to aid geothermal project development in Indonesia under the EU-funded IETF program.
The French Development Agency (Agence Française de Développement / AFD) has launched a tender for the procurement of geothermal technical advisory services to support geothermal project development in Indonesia.

The assignment will support geothermal project development in Indonesia under the Indonesia Energy Transition Facility (IETF), a programme funded by the EU and AFD that aims to help Indonesia transition its energy systems from fossil fuels. This facility provides technical assistance to the Indonesian government and SOEs in formulating sustainable energy policies and scoping renewable energy projects aligned with Just Energy Transition Partnership (JETP) targets.
AFD currently has limited in-house geothermal technical expertise and therefore seeks specialized support to assist in project identification, screening, technical due diligence, preparation and supervision of geothermal studies and procurement activities.
The assignment will include the following tasks:
- Providing technical guidance and strategic oversight on geothermal initiatives;
- Reviewing technical studies and project documentation;
- Supporting procurement and preparation of geothermal-related studies;
- Supervising studies funded under IETF;
- Supporting technical dialogue with PLN, GDE and other stakeholders;
- Providing strategic and technical recommendations regarding geothermal development in Indonesia.
The services may be provided either by an individual expert or by a consulting company mobilizing several geothermal specialists under the coordination of a lead expert acting as the main interlocutor and focal point with AFD.
The contract has a duration of 18 months, with possibility of renewing up to two times. The beginning of the assignment will be on July 2026.
