Tender, IDB – Pre-feasibility study for Cosigüina geothermal area, Nicaragua

The Inter-American Development Bank has issued a call for Expressions of Interest for a Pre-feasibility study for a planned geothermal project at the Cosigüina volcano in Nicaragua.

In an invitation for expressions of interest, the Inter-American Development Bank (IDB) looks for the interest from consulting firms interested in carrying out the necessary geoscientific studies/ pre-feasibility study for geothermal exploration in the geothermal field of the Cosigüina volcano in the department of Chinandega, Nicaragua. The closing date for applications is September 8, 2020.

The Government of Nicaragua, through the Ministry of Energy and Mines (MEM), has received financing from the Inter-American Development Bank (IDB) for the PROGRAM OF GEOTHERMAL EXPLORATION AND IMPROVEMENTS IN TRANSMISSION IN THE FRAMEWORK OF THE NICARAGUA INVESTMENT PLAN and it is proposed to use a part of funds for consulting service contracts.

The consulting services (“the services”) include carrying out the Geoscientific Studies necessary to complement the Pre-feasibility of the area of ??geothermal interest, to determine the existence or not of a geothermal reservoir in the volcano Cosigüina from the department of Chinandega. This consultancy includes the drilling of an exploratory geothermal well 2,500 meters deep vertical.

The Ministry of Energy and Mines (MEM) invites eligible consulting firms to express their interest in providing the services requested. Interested consultants should provide information indicating that they are qualified to provide services, such as: i) Legal documentation of the firm; ii) Financial documentation of the last two years (2018 and 2019) duly audited. CPA certified financial statements will not be accepted; iii) experience of the firm in “Pre-Feasibility and / or Feasibility Studies of Geothermal Fields”; iv) any other information that the firm deems pertinent.

The consultants will be selected based on the Quality and Cost Based Selection method (SBCC) according to the procedures indicated in the Policies for the Selection and Hiring of Consultants financed by the Inter-American Development Bank GN-2350-9 and all bidders from countries of origin that are eligible, as specified in those policies.

The estimated budget for this consultancy is US $ 8.9 million dollars of the United States of America, which includes all legal taxes. Consultants may be associated with other firms in the form of a joint venture or subcontractors in order to improve your grades. For the purposes of establishing the short list, the nationality of the firm will be that of the country in that is legally constituted or incorporated and in the case of a joint venture, it will be the nationality of the
Signature Designated as Representative Short lists should include six signatures with broad geographic representation; no more than two may belong to the same country.

Consultants will be selected based on the Quality and Cost-Based Selection (SBCC) method, described in the Consulting Policies. Interested consultants can obtain more information at the address indicated at the end of this invitation, for days 8:30 am. at 4:30 pm. (Time of the Republic of Nicaragua).

Expressions of interest must be received at the address indicated below by email or in physical form in Spanish language no later than September 8, 2020 at 3:00 pm. (official time of the Republic of Nicaragua issued by INETER).
