About the Agency

The mission of the Geothermal Technologies Office (GTO) is to accelerate the development and deployment of clean, domestic geothermal resources that will promote a stronger, more productive economy; support a cleaner environment; and improve energy security. Breakthroughs in these areas will create domestic jobs, reduce environmental impacts, and enhance U.S. economic competitiveness. The Office reports to the Deputy Assistant Secretary for Renewable Power (DAS-RP).

The Geothermal Technologies Office also represents and provides national leadership in geothermal technologies in support of the formulation and execution of national energy policies and programs, and is responsible for the establishment of technical investment and R&D priorities and maintaining program balance among sub-programs within the Office. The GTO works closely in partnership with the U.S. geothermal energy industry to advance technologies, reduce development and exploration costs, and maintain a competitive position in domestic and international markets for renewable energy.

Manages and directs the development, implementation and evaluation of a national program in innovative geothermal technologies, including strategies in research and development, demonstration, regulatory and “soft-cost” barriers, and technology planning. Directs the formulation and integration of the scientific, market factor, engineering, and technical requirements necessary to structure an effective and materially impactful geothermal research and development program.

Provides technical and scientific leadership to the geothermal industry and to the GTO. Works closely with U.S. industry, academia and the National Laboratories to quickly identify technology, market and research needs required to create and grow a robust industry for the development and deployment of geothermal energy.

Anticipates, identifies and interprets legislative requirements for the GTO, and implements activities that address these needs.

Oversees the development and implementation of geothermal technology transfer plans, including review and modification of T2M performance. Manages the identification and establishment of unique public-private partnerships by which all parties contribute and benefit from balanced investment, strategic and technical input, risk management and market acceleration.

Manages the GTO research and other activities overseen by DOE field offices, National Laboratories, universities and industry including critical merit and peer reviews. Provides direct feedback regarding both research and development, operational and financial performance. Directs analyses and reviews to ensure conformance of program execution with established EERE policies and guidelines.

Provides technical and executive leadership for the DOE crosscutting initiative in subsurface science and engineering called SubTER, including budgetary and technical coordination with the DOE offices of Fossil Energy, Nuclear Energy, Environmental Management, Science, and Energy Policy/Systems Analysis. Prepares and justifies integrated R&D budgets across multiple DOE offices, and executes budget decisions. Serves in a similar role for other EERE and corporate cross cuts as necessary, on topics such as water-energy nexus, high power computing.

Directs geothermal R&D investments at the National Laboratories, with leadership responsibility for the production of high-quality, transformative research into critical geothermal and subsurface topical areas.

Oversees the development of multi-year program plans, annual operating plans, and guides strategic studies which influence and guide these plans. Manages the deployment of assigned staff and ensures that sufficient contract and full-time staff are available to complete program tasks at a high performance level. Develops annual program budget requirements, approves of and manages the use of appropriated funds, and interpretive guidance to all funded research.

Serves as a leader for U.S. participation and activities related to the international geothermal technology community, and geothermal technology aspects of the EERE international program. Oversees international engagement and investments, and coordination with other U.S. Agencies, which effectively leverage and advance U.S. geothermal expertise and interests, consistent with administration policies.

Provides strong and effective workforce management, including skills identification, training, hiring and performance management for the GTO. Anticipates personnel requirements and puts necessary mechanisms in place to ensure effective operations and succession planning.

Provides expert technical and strategic input, and responds to inquiries as needed to other U.S. government offices, including OMB, OSTP, CEQ, and GAO. Interfaces regularly with other U.S. government agencies such as DOI, DOA, and the U.S. State Department to ensure consistency of approach, identify synergies and eliminate inefficiencies related to geothermal technologies. Develops responses to queries from Congressional offices, subcommittees and committees.
