Way Ratai geothermal exploration awarded to Pertamina-Chevron joint venture
A joint venture company between Chevron and Pertamina Geothermal has been established for geothermal exploration in Way Ratai, Lampung, Indonesia.
The Indonesian Government has issued a Geothermal Permit (IPB) to PT Cahaya Anagata Energy (CAE) as the manager of the Way Ratai Geothermal Working Area (WKP) in Lampung Province. PT CAE is a joint venture company between PT Pertamina Geothermal Energy (PGEO) and Chevron New Energies (Chevron), the consortium that was awarded the Way Ratai geothermal block in 2023 following a tender process with an exploration commitment of USD 28.85 million.
The handover of IPB was carried out on Tuesday, September 24, 2024 at the Hall of the Directorate General of New, Renewable Energy, and Energy Conservation (EBTKE) in Menteng, Central Jakarta as witnessed by the Director General of EBTKE Eniya Listiani Dewi, as well as other members of the leadership of the Directorate General of EBTKE and strategic partners. The issuance of the IPB is a concrete manifestation of the government’s efforts to encourage the use of geothermal energy through the acceleration of permits in the geothermal sector.
This IPB has added significance as the first to be processed online through the Online Single Submission (OSS) system, marking a breakthrough in bureaucratic efficiency in the energy sector.
“The issuance of PT CAE’s IPB is the Ministry of Energy and Mineral Resources’ response to the President’s direction at the opening of the Indonesia International Geothermal Convention & Exhibition on September 18. This IPB is a Risk-Based Business Licensing processed through OSS-based online licensing for the first time, and is the result of synergy between related ministries,” said Eniya.
Eniya also expressed her appreciation for the synergy between the Ministry of Investment BKPM, the Ministry of Agrarian Affairs and Spatial Planning/BPN, and the Ministry of Environment and Forestry in implementing the OSS-based online licensing process.
The geothermal development plan at WKP Way Ratai is 55 MW which will supply electricity needs in the Southern Sumatra electricity system. Development at WKP Way Ratai is projected to have an investment value of USD 212.46 million, with the potential to absorb 175 permanent workers (excluding the absorption of drilling contractors and PLTP construction workers). In addition, this project will contribute to the state in the form of taxes and PNBP, as well as to the region in the form of production bonuses to producing areas and community empowerment programs around the location.
“With the issuance of this IPB, PT CAE can immediately carry out geoscience survey activities and a series of other activities to accelerate the utilization of geothermal energy with faster PLTP operations. We hope that PT CAE will immediately conduct socialization to the community and in the next stage during exploration well drilling activities and PLTP construction can obtain licensing facilities as mandated in Presidential Regulation 112 of 2022, especially in articles 22 and 23,” Eniya concluded.
