KenGen is seeking to hire a consultant for the update to a feasibility study on a planned industrial park at the geothermal operations in Olkaria, Kenya.

Kenya Electricity Generating Company (KenGen) has launched a call for Expressions of Interest (EOI) for the procurement of consultancy  services to update the feasibility  study of the KenGen geothermal energy park at Olkaria, Naivasha, Kenya. Tender Note KGN-BDD-04-2021

The Government of Kenya launched the Industrial Transformation Programme in July 2015 that provided a framework for the country’s industrialization process. A key component of this programme is the setting up of industrial zones and parks. KenGen plans to develop an industrial park (to be called KenGen Energy Park) at the Olkaria geothermal hub in Naivasha and requires the services of a consultant to conduct and update the feasibility study. KenGen intends to leverage on its Geothermal resources available at Olkaria.

A feasibility study for establishment of the KenGen Energy Park was conducted and concluded in October 2016. Since then, there have been economic changes. The Laws and regulations governing industrial parks have also changed. It is therefore necessary to update the industrial park feasibility study to include the new ideas and take into account the regulatory changes that have taken place.

It is envisaged that KenGen will use the Specially Permitted Procurement Procedures (SPPP) to attract investors at the energy park. As part of this assignment, the consultant is required to develop procedures and templates for operationalizing the SPPP, as well as a comprehensive evaluation criteria and specifications that will be used to enlist suitable industrial park developers and operators.

The proposed feasibility study should evaluate various business models for the development of the Industrial Park. KenGen is now inviting consultants with experience in carrying out feasibility studies for industrial parks to submit Expression of Interest (EOI) for consideration to update the Feasibility Study for the proposed KenGen Energy Park in Olkaria, Naivasha.

Objective

To enable KenGen update the existing energy park feasibility study and create a bankable blueprint for its development considering the existing market, applicable laws and regulations governing the development.
