The Government of Montserrat is open to proposals for the economic development of a 1.5-MW geothermal project on a Build, Own, Operate, and Transfer basis.

The Government of Montserrat has published a tender for the “Economic Development of Montserrat’s Existing Geothermal Wells.” Proposals will be accepted until 12 April 2023. The official tender document can be accessed here.

The Ministry of Communication, Works, Labour and Energy (MCWLE) of Montserrat is inviting interested entities to submit proposals for the development of Montserrat’s geothermal site on a build, own, operate, and transfer (BOOT) basis.

The contract is for the supply of a plant with a minimum capacity of 1.5 MW (net) of geothermal power that will be sold to the incumbent electricity provider, Montserrat Utilities Ltd. (MUL) and projects that involve the use of the geothermal resource including mineral extraction and direct-use applications. Plant design ratings should be based on the chosen site’s ambient conditions. Proposals beyond 1.5 MW of firm capacity or systems that would generate in excess of 11 GWh annually would be required to submit business proposals geared at consuming excess energy beyond 11 GWh annually.

We had previously reported on the recommendations of the MCWLE to conduct a feasibility study and business case development of establishing a geothermal power plant in Montserrat following the drilling of three wells. Despite the collapse of well MON3, data from the two remaining wells supported a capacity of 3 to 4 MW of geothermal energy according to commercial proposals of top geothermal experts.
