Pertamina Geothermal Energy is seeking bids for the EPC and Commissioning contract for its 55 MW Unit 2 expansion of its Lumut Balai geothermal power plant in South Sumatra, Indonesia.

On its procurement portal, Pertamina Geothermal Energy (PGE) has published an invitation for bids for a Contract for Engineering Procurement Construction and Commissioning (EPCC)

1. The Government of the Republic of Indonesia (herein after referred to as the “GOI”) has received a loan from Japan International Cooperation Agency (JICA) towards the cost of LUMUT BALAI GEOTHERMAL POWER PLANT PROJECT.

It is intended that part of the proceeds of this loan will be applied to eligible payments under the Contract for Engineering Procurement Construction and Comissioning (herein after referred to as ‘EPCC’), for the Lumut Balai Unit 2 Geothermal FCRS and Power Plant Project.

2. Bidding will be conducted through procedures in accordance with the applicable Guidelines for Procurement under Japanese ODA Loans, and is open to all Bidders from eligible source countries, as defined in the Loan Agreement.

3. PT. PERTAMINA GEOTHERMAL ENERGY (herein after referred to as “the Employer”) being the Executing Agency for the Project on behalf of the GOI, now invites sealed Bids from eligible Bidders for the construction and completion of design, supply, manufacture, test, deliver, install complete and commissioning, performance testing and remedying any defects therein, of the complete Lumut Balai Unit 2 Geothermal FCRS and Power Plant Project (“the Facilities”). International Competitive Bidding will be conducted in accordance with JICA’s Single-Stage Bidding Procedure

4. Interested eligible Bidders may obtain further information from and inspect the Bidding Documents through the portals given below:

Considering the current Covid-19 pandemic, Bidders shall contact the above email address about the procedure to obtain the Bidding Documents 1 (one) day prior. Bidder will be contacted by Employer regarding the possibility of delivering hard copy or soft copy.

5. A complete set of the Bidding Documents may be purchased by interested Bidders on the submission of a written application to the address above and upon payment of a nonrefundable fee of Ten Million Indonesian Rupiah (Rp. 10,000,000.-).

Bidders shall put the Company’s name in the notes section of the bank transfer form. Proof of transfer must be sent to the above email address from official company emails, along with power of attorney, duly authorized by public notary. Bidders shall send acknowledgement of receipt of Bidding Documents to the above email address once received.

6. Bids must be delivered to the address above on or before 02:00 PM (West Indonesia Time) on 15th January 2021 and must be accompanied by a Bid Security of 2,200,000.00 USD (United States Dollars Two Million Two Hundred Thousand).

7. Bids will be opened in the presence of Bidders’ representatives who choose to attend at the above address at a time, date and venue to be advised by the Employer.

Note: We reported in December 2019, that the project is planned as a 55 MW extension of the Lumut Balai Unit 1 geothermal power plant in South Sumatra, Indonesia.
